Net-zero urban transitions Framework

Welcome to the urban transition net-zero Framework, developed by the Urban Transitions Mission (UTM) to offer access to guidance, tools, resources, easy access to good practices on innovative and systemic solutions to support each step of a city climate action journey.

The Framework is organised along the Global Covenant of Mayors (GCoM) Climate Action Journey, and it builds on the work the knowledge and expertise of the Global Innovation Alliance and first-hand experience of the cities engaged in the Mission. It aims at helping cities to:

  • Strengthen their existing climate and energy action plans, across all steps of their city climate action journey
  • prioritise, identify gaps, better assess potential for co-benefits, among others, to adopt systemic approaches to reach net-zero

Each step comprises questions to self-assess and guide a city along its pathway to net-zero, resident transitions, helping to increase ambition, strengthen collaboration across sectors and levels of government, offering streamlined access to existing opportunities, robust resources and tools.
