Challenge

The Portuguese Municipality of Cascais is located 25 km away from Lisbon, with approximately 215,000 residents. Cascais has a high motorisation rate due to an overdependence on cars, leading to an overload of current infrastructure. In the last 30 years, the population has increased by over 60,000 residents, (CMC, 2015) with a growth rate above its neighbouring municipalities. The completion of the A5 motorway, in 1991, contributed to the population increase and commuting has also increased by 14.7% between 2001 and 2011. Around 66% of residents used cars daily (CMC, 2015), and the road transport sector contributed to 47% of CO2e emissions produced. In 2017, the motorisation rate continued to grow, with 531 vehicles per thousand inhabitants. This means that the potential to achieve carbon neutrality in the transport sector is immense (CA, 2017). The Municipal Council is strongly committed to dealing with this situation.

Solution

MobiCascais was created as a strategy for mobility management that is focused on the integration of the mobility services and all the mobility operators of Cascais in a single system and is the first Mobility as a Service (MaaS) experience in Portugal. MobiCascais integrates local transport (bus, bicycles, bike sharing, electric cars, parking) with metropolitan transport. The main activities that are being developed in Cascais are aimed at the promotion of public transport, through buses, micromobility, and both on-street and off-street parking.

The MobiCascais system is built on connectivity and integration of users, operators, clean vehicles, infrastructure, and offers a flexible set of mobility solutions. It is based on a platform and an App, through a technological integration of different transport operators and services and is managed by a control centre of operations named C2, that provides the integrated operational management of mobility, in real time, to help solve immediate situations in the Municipality and supports medium term planning.

Awards

The MobiCascais system was recognised with various Awards on Mobility Management, such as the distinction as a reference case at CES, the largest technological event in the world, in Las Vegas (2018). MobiCascais was also the Winner of the Global Mobi Awards, in the "Cities" category, in Lisbon (2018), and a Finalist for the "Civitas Awards 2021" in the "Transformation" category (2021).
