Its participatory budgeting platform OmaStadi is among the most developed in Europe and has become a key mechanism for civic innovation, including in climate-related domains.

Challenge

Helsinki aims to address climate change in ways that also promote democratic participation and empower communities. The challenge was to bridge top-down environmental policy and grassroots involvement.

Solution

Through OmaStadi, the city enables residents to propose and vote on projects to improve the city, with many funded ideas supporting sustainability, green infrastructure, and community-led climate action.
