A tool you can use to profile specific actors or power holders within a system, so you can locate allies and influence passive or detracting actors towards the change you’re seeking in your city. The template focuses on what matters most to them, what push and pull factors influence their willingness to change or preserve the status quo, and their relationships with other actors.
