The Toolkit supports local governments in addressing energy access and poverty (EAP) by offering practical resources, community-based insights, and data-driven approaches. It helps cities identify energy poverty challenges, analyze systemic barriers, and implement tailored solutions through its 8 flexible modules, enabling action even with limited capacity. Complementing GCoM's earlier Unlocking Urban Energy Access and Poverty report, the Toolkit empowers local governments to prioritize interventions, share best practices, and drive inclusive, sustainable energy transitions that improve community participation and resilience.
