NetZeroCities Comprehensive Indicator Framework

The Indicator Framework describes a set of indicators for monitoring the impact of Climate City Contracts (CCC) in terms of: 1) Required Indicators: Direct Benefits – Impact on GHG emissions. and 2) Recommended Indicators: Co Benefits/ Co Risks – Indirect impact.

Required Indicators represent an integral part of the CCC process. In addition, cities are encouraged to make use of a selection of recommended indicators most applicable to their local climate neutrality target and related strategy. These are recommended to be selected based on the Impact Pathways described in cities’ CCCs, and mapped to specific actions. Cities are also welcome to add their own indicators as a support tool.

Impacts described by the indicators are to be assessed on the city level and can be mostly calculated based on standardized data sets available in almost any European city. The indicators were selected from tried, tested, and vetted sources where appropriate and the set is the result of a collaborative process involving a variety of experts from the NetZeroCities consortium.

Please note that a separate set of indicators specifically for the NetZeroCities Pilot Cities Programme is already available through the Proposal Refinement or Reporting templates provided to all Pilot Cities.
