Climate Finance Funding Flows and Opportunities: What Gets Measured Gets Financed

To solve a problem, one must be able to size it, determine what is being done to address it, establish whether those measures are proving effective, and identify what more needs to be done. Yet in the case of climate finance, this is easier said than done. There is wide consensus that mitigating the negative effects of climate change and adapting to them require much more capital investment than is currently being provided. Many elements of climate finance, however—including definitions of newer types of flows—remain open to interpretation. Despite inherent limitations in data availability, the result of the analysis is a holistic, baseline view of the global climate finance landscape that reveals some important findings.
