City description

Located on the banks of the Southern Buh River in central Ukraine, Vinnytsia is the administrative centre of its oblast and one of the country’s most progressive municipalities. The city covers an area of 265 square kilometres and is home to around 399,500 residents A vital logistics and service hub, Vinnytsia has built a reputation for transparent, people-centred governance and innovation and it plays a central role in Ukraine’s green recovery, leveraging its geographic advantage and governance maturity to accelerate climate adaptation and decarbonization.

Challenge

Vinnytsia faced outdated infrastructure, fragmented urban governance, and limited data capacity. Energy inefficiency, aging systems, and low environmental awareness slowed progress toward sustainable growth.

Solution

The city embedded climate governance into its municipal structure through a Green Deal, integrating energy, mobility, and environmental management under one strategy. This allowed Vinnytsia to coordinate projects across sectors, attract financing, and empower citizens to co-create the city’s climate transition.
